I deter deer by grating fels naptha soap, filling a samll amount in a t-sac (that is found in tea stores for loose leaf tea). I tie twine around the sack and hang in on the tips of my new shrubs and roses. The deer stay away! It has worked for one full year. I put new packets on the fall and spring.
